Shadow History The Little Miami River corridor through Clifton Gorge supported at least six mills within one mile by the early 19th century, including a woolen mill, sawmill, paper mill, barrel mill, and two grist mills, all operating before workplace safety or child labor laws; most were abandoned by the late 19th century as water power became uneconomical; no records of worker injuries or labor litigation from the Clifton mill district appear in accessible archives, though the pre-regulatory context makes the absence of documentation unsurprising.
